You will select a historical or current *international* security treaty to describe and analyze the effectiveness and sufficiency of the treaty as it relates to homeland security and international security cooperation.
This project will be a 10-page paper using the format specified in the Publication Manual of the American Psychological Association (7th ed.) and covering the following major topics:
-Background of the treaty, including identification and analysis of the forces and events that brought about the treaty
-Describe and analyze the conditions and elements of the treaty in relation to current U.S. national security policy
-Describe and analyze the benefits and threats to U.S. national security policy and the impact on our regional allies
-Make recommendations if the U.S. should remain committed to the treaty and the consequences if the U.S. withdraws

The Treaty of Paris was signed in 1951 and marked the end of hostilities between the United States and its allies on one side, and Japan on the other. The treaty established a framework for future security cooperation between these countries as they worked together to rebuild Japan following their devastating defeat in World War II. The political and economic ramifications of this agreement were far-reaching: not only did it lead to major investments by U.S. companies into Japan’s economy, but it also strengthened ties between Tokyo, Washington D.C., London, Paris, Moscow and Beijing that would eventually come to form the basis for modern international relations (Kurzman & Shinoda 2005).
The parties involved recognized that shared security interests held potential for greater cooperation amongst them, which could yield more effective responses to new threats faced by any single country or region due to technological advances or global issues such as climate change (Kurzman & Shinoda 2005). In addition, increased collaboration through a mutual agreement such as the Treaty of Paris could help reduce tensions during times of economic uncertainty or political disputes among nations (Kurzman & Shinoda 2005). All these considerations highlighted how important homeland security is even within an international context; indeed, this treaty served as a precursor for later developments such as NATO’s establishment in 1949 and further joint efforts concerning collective defense measures taken during the Cold War period (Kurzman & Shinoda 2005).
