Impeachment is one of the various checks and balances created by the Constitution, a crucial tool for holding government officers accountable for violations of the law and abuse of power. The constitution grants Congress authority to impeach and remove the president, Vice President, and other federal “civil officers” for “treason, bribery, or other high crimes and misdemeanors.” An impeachment could strengthen political norms that have been broken. Chief among them: the norm against conflict of interest and concealment of financial interests and the norm against political interference in law enforcement functions. However, impeachment might fail. If proceedings do not arouse sufficient public opinion against the impeached (e.g., a president), then a majority of House members will not vote for impeachment, and a supermajority of Senators will not vote for conviction. A failed impeachment could strengthen the impeached president and weaken his/her critics.
