Design and Build(DB)

Design and build procurement is one of the procurement processes that favoured by the government for the publicly-funded projects because it can let a team work together from the beginning of the project. In this procurement, the main contractor is appointed to design and construct the works, as opposed to a traditional contract, where the consultants are appointed to design the development and then a contractor is appointed to construct the works. The contractor will according to the employer’s requirements to design, planning, organisation, control and construction of the works.

All the design work can either carry out by the contractor that be appointed, or the client can employ a consultant to prepare a concept design and outline if he wants to have a greater influence over the project and then the contractor is appointed to complete the design and carry out the construction. The contractor may use their own in-house designers to design the building, or they can appoint consultant designers, or the client’s designers can be employed by the contractor to complete the design.

If the contractor is appointed at the outset of the project, they may be appointed through a two-stage process. In the first stage, fee, preliminaries, overheads and profit become the basis to select a contractor. After that, they will work with the design team to complete the design, on the basis of which a fixed price is negotiated for the second stage. Next, DB contracts can be awarded on a fixed price, lump sum basis, but price certainty is then dependent on not making any subsequent changes as these could prove to be expensive.
