One of the most common barriers to policy or program implementation is what can be termed “people problems.” This encompasses a range of issues related to human behavior, including resistance to change, lack of buy-in, inadequate training, and insufficient staffing. For instance, the implementation of electronic health records (EHRs) in healthcare has been hindered by physician resistance due to concerns about increased workload, system complexity, and potential for errors (Hicks, et al., 2006). Overcoming these human-centered challenges requires effective change management strategies, comprehensive training, and ongoing support.
