Politics is inherently intertwined with program evaluation, particularly in public sectors like education. Political agendas, funding allocations, and stakeholder interests significantly influence the evaluation process. In special education, political factors such as the Individuals with Disabilities Education Act (IDEA) mandate evaluations, but the interpretation and implementation of these mandates are often politically charged. For instance, decisions about which students qualify for special education services, the types of services provided, and the evaluation methods used can be influenced by political pressures related to funding, accountability, and public perception.
Program Evaluation as a Situational Process
Program evaluation is inherently situational due to the unique context of each program. Factors such as program goals, target population, resources, and external influences render a one-size-fits-all approach ineffective. In special education, the diverse needs of students, varying school district resources, and evolving educational policies create a complex landscape. This situational nature makes evaluation challenging as it requires tailored methodologies and data collection strategies for each context. Additionally, the political environment can shift, impacting evaluation priorities and stakeholder expectations.
