The first human resource consideration is labor laws. Canada has many federal and provincial laws in place to protect workers, including regulations on minimum wage, collective bargaining rights and work hours (Canadian Labor Congress n.d.). If Southwest were to expand into Canada, they would need to ensure their policies comply with these laws or face possible fines or even criminal charges. Additionally, the issue of occupational health & safety must be addressed; Canadian legislation requires employers to provide a safe workplace environment free of hazards (Occupational Health and Safety Act of Ontario 2018). For example, if employees are required to lift heavy items regularly then appropriate equipment such as forklifts should be provided for them. Failing to do so could result in injuries which can cost the company both financially and legally.
