The purpose of the CIKR Research Project is to have you demonstrate your mastery of the course materials and information presented throughout the semester, perform research, and think analytically and critically.

The requirement for the CIKR Research Project is to produce a research paper on one of the 16 critical infrastructure and key resource (CIKR) sectors. The paper is in two parts, and is worth 30 percent of your final grade.

Part I (15 points): Provide a thorough understanding of the sector that you have chosen. At a minimum, your paper include the:

policies that direct and guide the sector
structure and function of the sector
regulatory instruments that determine the standards and procedures; include changes to sector regulation in the post-9/11 era
the vulnerabilities of the sector and its potential threats against
Part II (15 points): The second part of the paper is to research a historical incident that affected the sector. At a minimum, this research should describe the incident and its impact on the sector. It should also identify lessons from the incident that have implications for infrastructure protection and resiliency. Finally, based upon all of the analysis, data, and information resulting from your research, discussions, and conclusions, make thoughtful recommendations about how you would propose changes within the sector to increase protection and security. These recommendations could take the form of new policies, regulations, organizations, and strategies. Be creative and bold.

The September 11, 2001, attacks demonstrated the extent of the U.S. vulnerability to the terrorist threat. In the aftermath of these tragic events, the nation has demonstrated firm resolve in protecting its critical infrastructures and key assets from further terrorist exploitation. In this effort, government at all levels, the private sector and concerned citizens across the country has taken an important partnership and commitment to action. The United States Department of Homeland Security (DHS) is the U.S. federal executive department responsible for public security, immigration, and customs to the interior or home of ministries of other countries. Whereas the Department of Defense is charged with military actions abroad, the Department of Homeland Security works in the civilian sphere to protect the United States within, at, and outside its borders. Its stated goals is to prepare for, prevent, and respond to domestic emergencies, particularly terrorism.

Consequently, people may hoard goods for instance, food due to the soaring prices. Situations such as these may lead to shortages of food supply, contributing to the issue further. The Bolívar (Venuzuelan currency) depreciated in value as the cost of imports increased, leaving the Venezuelan economy to perish. Consequently, Nicolas Maduro – Venezuela’s new president – decided to print money (TheConversation 2019). Although this is an efficient strategy to implement during times of temporary price shock, in the case of Venezuela, the desired results didn’t adhere. Alongside the price of oil continuing to decrease, Venezuela’s oil output also fell resulting in international investors looking elsewhere further decreasing the value of the Bolívar. The government proceeded to print off more money in order to pay their expenses, inevitably resulting in the cycle that lead to hyperinflation (TheConversation 2019). To begin with, whether or not inflation is always deemed to be a challenge or if there are actually any potential benefits surrounding the macroeconomic issue will be discussed. Generally speaking, moderate inflation has some benefits, especially when it’s compared to deflation. For instance, the real value of debt decreases, moderate rates also enable prices of goods to adjust to their real value prices. In some cases, at levels of moderate inflation, companies are able to increase wages whilst the prices of goods increases. However, the average inflation target is usually around 2% which is quite contrasting to that of Venezuela’s.
