The political system compels the president to attempt to lead while inhibiting his ability to do so. The most effective presidents exploit opportunities already present in their environments to achieve significant changes in public policy. Presidents have developed presidential pardons, executive orders, and proclamations. They also retain the power to demand the dismissal of cabinet members. Presidential leadership is still limited, however, by the necessity to seek the consent of the Senate when appointing diplomats and signing treaties, and by Congress`s having the power to declare war and to allocate money for national defense. Congress also still has the power to impeach the president.

Renata et al in their study in 2013 went further to support the work of Haynes et al by stating that it is important that interest to introduce approaches for improving patient safety is well-versed by producing of effectiveness. There has been recent research focused on the establishment of a patient safety approach within the hospital system (Ulrich & Kear, 2014). Ammouri, Tailakh, Muliira, Geethakrishnan, Phil and Al Kindi in 2015, suggested that patient safety culture is related to teamwork and handoffs.
