Discuss the purpose of the project Charter and Project Scope documents.
Identify and analyze user needs through requirements gathering process.
Determine the criteria you should use when defining project goals.
Create the scope statement and project charter for a project.
Analyze how requirements are different from deliverables or goals.
Determine the process for arriving at the critical success factors of a project.
Course Outcomes:

IT499-1: Analyze a complex computing problem and apply principles of computing and other relevant disciplines to identify solutions.

IT499-2: Design, implement, and evaluate a computing-based solution to meet a given set of computing requirements in the context of the programs discipline.

IT499-6: Use systemic approaches to select, develop, apply, integrate, and administer secure computing technologies to accomplish user goals.

Purpose

You are in the planning stages of your project. You continue to think about the needs of the business and the nature of a solution. You continue to add important detail and definition. This is often the most difficult part of the project, as many things have yet to be defined, and there is not nearly enough detail yet. You will use this assignment and the work you are doing with your progression on a technical solution or plan to add further definitions. You are in week two of your project. There are only seven weeks left; you must use your considerable imagination and knowledge to get to the necessary level of detail.

Next week, you will need to identify all the detailed tasks. The work you do this week will determine how successful you will be with task definition activities.

create a Project Charter and Project Scope document based on your Final Project.

Using information obtained from your research and from extending the scenario in an imaginative direction to add detail, you will develop your project concept and charter. See below for some detail on the meaning and information contained within these documents.

Create the – This document is an official, formal document that acknowledges and recognizes that a project exists. It is usually published by the project sponsor but can also be published by another upper-level manager. It is important that the charter is published by a senior-level manager because it gives more weight and authority to the document, and to you as the project manager, and it demonstrates management’s commitment and support for the project.

The charter contains several pieces of information about the project that are more in-depth than the project concept document but not as detailed as those found in the scope statement. As you can see, we have started at the 50,000-foot view with the project concept document, and now we are closing in a little tighter with the project charter by refining some of those elements even further. By the time we get to the project scope statement, we will know all the precise requirements of the project and what elements will be used to determine whether the project is successful at completion.

Create the the document addresses the broad goals, objectives, and deliverables, including milestones (preliminary schedule), and provides broad estimates of time and cost (preliminary budget overview). You will derive the Work Breakdown Structure based on this document.

Sample Solution

Let’s create a Project Charter and Project Scope document. Since I don’t have access to your specific Final Project details, I’ll create an example project related to IT and cybersecurity, which you can then adapt to your own project.

Example Project: Implementing a Multi-Factor Authentication (MFA) System for a Medium-Sized Business

This project aims to enhance the security of a medium-sized business (approximately 500 employees) by implementing a multi-factor authentication (MFA) system for all user accounts accessing company resources, including email, internal systems, and cloud applications.

Project Charter

Project Title: Multi-Factor Authentication Implementation Project

Project Sponsor: Chief Information Officer (CIO)

Project Manager: [Your Name/Hypothetical Name]

Project Start Date: November 6, 2023

Project End Date: January 19, 2024

Project Budget (Preliminary): $50,000

Project Goal: To significantly enhance the security posture of the organization by implementing MFA for all user accounts, reducing the risk of unauthorized access and data breaches.

Project Objectives:

  • Implement MFA for all employee email accounts within 4 weeks.
  • Implement MFA for all internal systems (e.g., CRM, ERP) within 6 weeks.
  • Implement MFA for all cloud applications within 8 weeks.
  • Provide comprehensive training to all employees on how to use the MFA system.
  • Achieve 95% user adoption of MFA within 2 weeks of each implementation phase.

High-Level Deliverables:

  • Fully functional MFA system integrated with all targeted systems.
  • Comprehensive training materials and user documentation.
  • Post-implementation support and maintenance plan.

Key Milestones (Preliminary):

  • Project Initiation and Planning: Week 1-2
  • Email MFA Implementation: Week 3-6
  • Internal Systems MFA Implementation: Week 7-12
  • Cloud Application MFA Implementation: Week 10-16
  • Training and User Adoption: Ongoing throughout the project.
  • Project Closure: Week 17

Project Justification:

The increasing prevalence of cyberattacks and data breaches poses a significant threat to the organization. Implementing MFA is a critical security measure that significantly reduces the risk of unauthorized access, even if user credentials are compromised. This project aligns with the organization’s strategic goal of enhancing cybersecurity and protecting sensitive data.

Project Manager Authority:

The Project Manager has the authority to manage project resources, make day-to-day decisions related to project execution, and escalate issues to the Project Sponsor as needed.

Project Stakeholders:

  • CIO (Project Sponsor)
  • IT Department
  • Employees
  • Security Team
  • Help Desk

Project Scope Statement

Project Scope:

This project encompasses the planning, implementation, and deployment of a multi-factor authentication (MFA) system for all user accounts within the organization. This includes integration with email systems, internal systems (CRM, ERP, etc.), and cloud applications used by employees. The project also includes the development and delivery of comprehensive user training and documentation.

Inclusions:

  • Selection and procurement of MFA hardware/software.
  • Integration of MFA with existing IT infrastructure.
  • Development of user training materials (e.g., online tutorials, FAQs).
  • Delivery of training sessions to all employees.
  • Post-implementation support for a defined period (e.g., 3 months).
  • Documentation of the implemented system and procedures.

Exclusions:

  • Implementation of MFA for external customer accounts.
  • Upgrade of existing IT infrastructure (unless directly required for MFA implementation).
  • Development of custom MFA software.

Project Deliverables (Detailed):

  • MFA System: A fully functional MFA system integrated with:
    • Email (e.g., Microsoft 365, Google Workspace)
    • Internal Systems (e.g., CRM, ERP)
    • Cloud Applications (e.g., Salesforce, Dropbox)
  • Training Materials:
    • Online tutorials and videos
    • User manuals and FAQs
  • Project Documentation:
    • System configuration documents
    • Implementation plan
    • Training materials
    • Post-implementation support plan

Project Acceptance Criteria:

  • Successful integration of MFA with all targeted systems.
  • 95% user adoption of MFA within 2 weeks of each implementation phase.
  • Completion of user training for all employees.
  • Positive user feedback on the MFA system and training.
  • Documentation of the implemented system and procedures.

Project Constraints:

  • Budget: $50,000
  • Timeline: November 6, 2023 – January 19, 2024
  • Resource Availability: Limited IT staff availability due to other ongoing projects.

Project Assumptions:

  • Existing IT infrastructure is compatible with MFA implementation (with minor modifications).
