Schneider Case Study
For your case study assignment this week you are to write a total of 3 half-page, single spaced paragraphs, one for each strike of Hurricane Hugo from Chapter 7 of your readings. Each paragraph should focus on the disaster highlighted for the given location and discuss that disaster event from the perspective of Schneider’s framework.
For example, Chapter 7 in Schneider’s text, “Dealing with Disaster—Public Management in Crisis Situations” highlights Hurricane Hugo striking 3 locations: the Caribbean, South Carolina, and North Carolina. Read Chapter 7. Using the information from your readings and the Public Policy PowerPoint slides about Schneider’s framework, comment in the paragraphs on the following:
For each of the three locations impacted by Hurricane Hugo…..
1. Determine Implementation Pattern
2. Characterize governmental response (e.g., success/failure, etc.)
3. Characterize human behavior (include mention of Schneider’s terms for collective behavior, e.g., milling, keynoting, etc.)
4. Describe major events/characteristics of disaster that led to successes and failures
You must summarize these four findings in 3 individual half-page, single spaced paragraphs for each location of the storm’s strike. Make sure to include in text citations, e.g., (Schneider, 2011) crediting Schneider where appropriate. Also include the reference at the end of the paper.
