Since 1993, a great deal of attention has been focused on policy, practice, and program initiatives aimed at improving both the delivery of child welfare services and the outcomes for children who come in contact with the public child welfare system, the system that implements, funds, or arranges for many of the programs and services provided when child abuse and neglect is suspected or has actually occurred. Public child welfare agencies provide four main sets of services – child protection investigation, family-centered services and supports, foster care, and adoption. They are also expected to meet the needs of diverse populations that come to their attention, despite the families` different histories, needs, resources, cultures, and expectations (Mccroskey and Meezan, 1998).
